| The Contra Costa County, California library system has a policy disallowing use of library facilities for "religious services." A church was denied use of a public meeting room for its “prayer services.” The United States Court of Appeals for the Ninth Circuit decided prohibiting religious worship services from public meeting rooms is a permissible exclusion of a category of speech under the establishment clause. All groups, including the religious, have a right of free access to the public library facilities for purposes other than religious services. |
