An ordinance in Prairie Village, Kansas regulates signs displayed on private property. Garage sale signs, property for sale signs, signs displayed on church property, and informational signs - which include political signs - all have different size restrictions. Also, informational signs, unlike any other category, must be removed after 90 days. A citizen was cited for displaying an anti-war sign exceeding size limits. Because the ordinance distinguishes between different kinds of noncommercial speech, it is a content-based restriction in violation of the first amendment.
