The City of Baltimore Maryland agreed to provide discounts as an incentive package to the National Baptist Convention in return for significant convention business. Several citizens sued claiming the incentive package violates the first amendment prohibition on government establishment of religion. A federal judge ruled for the city. Baltimore’s secular purpose was economic development and, in negotiating all incentives, uses neutral criteria. Therefore, extending incentives in this instance did not advance religion in violation of the first amendment.
