A political candidate in Virginia handed out leaflets at "Shoppers World." Management demanded he leave. He sued claiming that, because Shoppers World invited and was open generally to the public, it was a public forum for first amendment purposes. A Virginia judge disagreed. Malls and shopping centers are private property and have not been public fora since a supreme court decision 34 years ago.
