The Federal Office of Management and Budget (OMB) issues “report cards” to federal agencies grading the extent to which they increase or decrease funding to faith-based organizations. The report card system is intended to increase funding for programs based solely upon the fact they are religious. A law suit against OMB claims this is official government support for and advocacy of religion in violation of the establishment clause of the first amendment.
