Citizens in Redondo Beach, California complained day laborers were causing traffic problems. The city enacted an ordinance making it a crime to stand on the sidewalk and solicit business from someone in a car. A federal judge threw it out. The ordinance is so broad, someone could be arrested for hiring a taxi or for talking to someone in a parked car. Laws must be drafted narrowly to avoid criminalizing speech protected by the first amendment.
