| A foster parent in Pennsylvania believed the child in her care was mistreated by the state’s psychiatrist. The child was taking six prescription drugs, displaying aberrant behavior and had developed an ulcer. As required by law, she reported this to the state. She was called a liar and the child was removed from her care. She successfully sued the state alleging the removal was in retaliation for exercising her first amendment right to focus public concern on the poor practices of the state foster care system. |
